The NIHR Health Services Research programme was established in 2008 to fund research to improve the quality, accessibility and effectiveness of the NHS. This included quality of services, access and equity in provision, relevance and appropriateness to the needs of individuals and communities, effectiveness and efficiency of health services, as well as how services are experienced.

The programme launched its first funding round in October 2009 and over the next two years funded a total of 27 projects. These projects cover a wide range of topics from access to mental health and cardiac services, to improving the way in which prostate cancer is monitored. A further three projects were funded under a joint call with INVOLVE, which aimed to fund research into the impact of public involvement in health research. The remit, priorities and budget of the HSR programme have been taken forward into the HS&DR programme, which will retain a researcher-led workstream operating in a similar way.

The NIHR Health Services and Delivery Research (HS&DR) Programme is managed by the NIHR Evaluation, Trials and Studies Coordinating Centre (NETSCC). NETSCC is part of the University of Southampton funded by the NIHR, with specific contributions from the CSO in Scotland and NISCHR in Wales and the HSC R&D Division, Public Health Agency in Northern Ireland.
